Q1. Is it necessary to send the proposal through email, or is it also required to provide a printed version?

The proposal needs to be submitted as a printed document.

Both the Technical and Financial proposals should be placed in separate envelopes, and it is essential to include the original bid bond with the financial proposal.

Q2. Can you clarify the procurement approach being utilized for this technical acquisition? Is it in accordance with the PPRA 2004 guidelines, or is another procurement method in effect?

SIHT Pvt. Ltd (eShifa) operates as a private entity. As this transaction is categorized as private procurement, it is not governed by the PPRA rules applicable to public procurement processes.

Q3. The technical evaluation process consists of three separate categories, totaling a maximum score of 75 points. However, the Request for Proposal (RFP) does not indicate a minimum passing score for each category. Could you please provide clarification on whether bidders need to obtain the entire 75 points across all categories to qualify in the technical evaluation, or if there are minimum score requirements for individual categories or the overall evaluation that must be met?

There are no specified minimum scores required for each category. Instead, bidders will be assessed based on their overall performance, and those with the highest scores following our internal evaluation will be invited to present their proposals. The evaluation criteria can be found in the RFP under the ‘Proposal Guidelines,’ and it is essential that the submitted documents align with these guidelines in the Technical Proposal.

Please note that eShifa retains the right to accept or reject any or all proposals submitted.

Q4. Will there be a formal announcement or distribution of the technical evaluation report to all bidders before moving on to the financial assessment stage? This report would ideally clarify which bidders are qualified and which are not, along with the reasons for their statuses.

Following the technical evaluation conducted by the selection committee, only those bidders who meet the qualifications will be invited to present their proposals.

The opening of financial proposals will be exclusive to the qualified bidders. Those who are not selected will also receive communication regarding the return of their bid bonds.

Please note that eShifa retains the discretion to accept or reject any or all submitted proposals.

Q5. Do you have a preferred timeline for the project’s completion?

Certainly, our goal is to finish the project as quickly as feasible.

However, we expect the contractor to provide a timeline that reflects the project’s scope.

The timeline that is proposed will also be evaluated as part of the ‘Technical Evaluation’ criteria, with emphasis on the shortest feasible duration.

Q6. Could you please provide a separate timeline for the required services related to the HR Career portal, as it should be quoted independently?

The pricing details and schedule associated with the HR Career portal are not relevant to the App and Website Design and Development project.

Therefore, the bid bond should not include the cost of the HR Career Portal.

Q1. What is the procedure for handling earnest money if technical proposals are submitted through electronic means?

Please note that we do not accept proposals submitted via email.

Q2. Will unsuccessful bidders receive their earnest money back quickly following the technical evaluation?

Absolutely. We will ensure that the bid bond is refunded to bidders whose proposals do not meet the criteria after both the technical and financial evaluations are completed.

Q1. Is the existing website and mobile applications (for both iOS and Android) already linked to the Electronic Medical Record (EMR) system, or will this connection need to be established within the project’s framework?

At present, the website does not have integration with the EMR system. However, the mobile applications are connected to the EMR specifically for accessing lab and radiology reports.

Q2. Can you share specifics about the technology stack and architecture utilized in the current Electronic Medical Record (EMR) system? Additionally, I would like to know how well it supports integration with third-party applications to ensure smooth compatibility with the upcoming app and website.

The primary technologies powering the EMR system are ReactJS and NodeJS. This architecture is designed to facilitate integration with a variety of third-party services, allowing for a seamless connection with the new application and website.

Q3. Is it your goal for each patient to independently register on the app and access their medical history?

This feature is already available in the patient app, allowing users to view their lab and radiology reports.

Q4. Are you in need of hosting solutions for your web applications, as well as for your Android and iOS applications? 

Our operations are based in the cloud, so we do not require any additional hosting services at this time.

Q5. Please specify if you require any support and maintenance services after Final Release of the application(s)?

We might need support for bug fixes in already-developed modules.

Q6. Could you provide the total number of modules and a comprehensive list of features available within the mobile application?

To gain a better understanding, we recommend downloading the app from either the App Store or Play Store. Using the app extensively from a patient’s perspective will offer you valuable insights and a thorough orientation.

Q7. Do you have established brand guidelines, such as logos, color palettes, and typography, that should be adhered to?

Absolutely, we will provide the brand guidelines to the chosen vendor. To gain insights into our branding approach, please refer to our social media posts for examples of mockups and design samples.

Q8. What payment gateways will be used for online booking and payment?

In addition to standard banking payment gateways, we are looking to integrate EasyPaisa and JazzCash. Further information will be provided to the chosen vendor.
